About the Beijing Children’s Legal Aid and
Research Center
The Beijing Children’s Legal Aid and Research Center, referred to below as the Center, was founded in 1999, which is China’s first public interest non-governmental organization dedicated to providing legal services to children and young people and conducting research on issues affecting the youth. The tenet of the Center is to provide legal aid to the youths from poor families whose legal rights are violated.
The Center is primarily engaged in the following programs:
1) Providing direct legal services
The Center has two nationwide hotlines (010-6381-3995/ 6383-5845) providing advice and consultation on issues concerning children’s legal rights and interests to the youth and their parents, their relatives and their teachers.
2) Legal aid
Providing legal aid to the youths from poor families whose legal rights are violated in the typical cases.
3) Research on the field of children’s law
The Center has issued over 30 publications, 21 of which have received awards from the Ministry of Justice. The Center has also participated in many important taskforces on the subject of children’s law. For example, the Center completed a study commissioned by the National Working Committee on Children and Women on children’s law legislation in 2003; and a study commissioned by the National Population and Family Planning Committee on the legal system of protection of the rights of girls in 2004. The attorneys’ reports and papers on specific topics within the field have been reprinted in many newspapers and magazines.
4) Promoting and participating legislative advocacy
In order to achieve the protection of the rights of as many young people as possible, the Center has always worked in the area of legal reform and advocacy, including deeply involved in the revision of the Beijing Act on Children’s Protection and amendments to the People’s Republic of China’s Children’s Protection Law.
5) Legal propaganda
The center publicize the idea and knowledge of children’s protection through legal training, giving interviews, the website (www.chinachild.org), the inter journal (China Lawyers and Children Rights Protection), etc.
6) Encouraging more attorneys to engage in children’s rights protection
With the goal of encouraging more attorneys to engage in the work of children’s rights protection, with the support of the ACLA, the Center launched Chinese Volunteer Lawyers Cooperation Network for Children’s Protection and promoted the foundation of the Committees on Child Protection in the local lawyers’ Associations. By September 2006, there have been 25 provincial Committees on Child Protection, and the number of volunteer lawyers has been almost 5,000. Many of these volunteer lawyers have made significant contributions to the protection of children’s rights.
